The Record
Ferren Basin exists because one of Vandor’s rare dependable lakes makes permanence possible. Jagged ranges shield the water from the worst highland winds, while reservoirs, terraced fields, dark-stone homes, repair yards, civic halls, and a compact landing field occupy the narrow cultivable slopes around it. From above the settlement appears unified. On the ground, its neighborhoods and charter holdings cooperate because every one of them depends on the same basin.
That water and landing ground also make Ferren the place where Vandor can gather without becoming centralized. When defense, transport, water, or an offworld power requires one answer, a Caller summons the charter holds to the Muster. The Caller has no further office. The gathering levies no standing tax, hears no ordinary case, and dissolves after deciding the matter that brought it together. Ferren hosts the process but gains no authority over a hold that returns home.
Rhovani protection and emergency support may be coordinated through the basin when Vandor requests them. Rhovan does not administer the settlement. Ferren’s own influence is more practical: it can receive visitors, repair vehicles, store water, support nearby communities, and provide the only common ground many holds are willing to use.
The limit is visible at every road leaving the lake. Permission to land at Ferren does not open another valley, compel another charter, or produce a map of routes its neighbors prefer to keep private. The settlement is the closest Vandor comes to a common civic center and precisely not its capital. It matters because the holds can meet here, decide what cannot wait, and separate again.

Environment
Dark-stone neighborhoods and charter holdings surround a deep lake enclosed by jagged mountains. Reservoirs, terraced fields, wind-battered homes, civic halls, repair yards, and a modest landing field occupy the protected lower slopes. Beyond the basin, cultivable ground gives way to dry exposed terrain, thin ridge air, and sparse settlement.

Travel Notes
Use Ferren’s public landing field with recognized local business and current guidance for mountain weather. Thin ridge air, wind, poor visibility, and few alternate sites complicate descent. Ferren can receive you into the basin; it cannot authorize travel into another hold. Continuing outward requires suitable vehicles, a local guide, independent supplies, and permission from the chartered settlement you intend to enter.
