The Examiners
Ilyra’s medical schools
Ilyra’s medical examining body at Saphren, issuing the only formal Mender certification recognized across the system from a witnessed record of work.
The Examiners are the medical schools at Saphren that conduct the system’s only formal examination of Menders. Every certified Mender carries their paper, yet no law grants the body a monopoly and no government is forbidden to establish a rival. Its authority rests on universal recognition of one examination that institutions already know how to trust.
The schools do not certify the limits of a practitioner’s ability. No settled account defines where a Mender’s power ends, and the Examiners do not resolve the disagreement. They certify a record: what the candidate did, who observed it, what result followed, and whether wards and witnesses support the account. Evident talent without an examined history fails as surely as a candidate who cannot demonstrate the work.
Ilyra’s publication rule keeps the examination open. Its requirements and decisions are printed, and any institution with a hospital could use the same method. None has done so. A second certificate would ask employers, courts, and patients to choose between standards while reducing the common value that makes either paper useful. The jurisdictions sending candidates have preferred one recognized examination to a formal power to duplicate it.
That preference is also the Examiners’ limit. They govern no hospital outside their own charters, direct no treatment, and cannot prevent an uncertified practitioner from being trusted privately where local law permits. They can only decline to issue the paper institutions expect. They have failed candidates backed by powerful governments, and no government has requested reconsideration, since both the request and the response would enter the same public record.
The Twofold — Dawn
The Examiners certify demonstrated competence rather than claimed capacity. Their authority begins and ends with an examination that others choose to honor.
