Overview
The Record
Ilyra turns public institutions into a form of power. Its people inhabit a low-gravity world of shallow seas, cultivated uplands, managed gardens, and cities designed around medicine, study, performance, and civic life rather than heavy industry. Roads and orbital transfers connect a constellation of cultural and medical centers whose patient halls, schools, archives, and meeting chambers receive more visitors than freight.
The Charter governs from Elaris, but it has no head and administers no ministry. It is the assembly of every institution permitted to act in Ilyra’s name. The Charter can grant that permission or withdraw it, and neither act exists until its reasoning has been printed. An unpublished decision is no decision at all. This makes Ilyran authority slow, legible, and difficult to reverse for convenience.
Medicine is Ilyra’s most consequential work. Its schools are the only ones in the system to examine Menders formally, its clinics draw patients across the Embrace, and its dependence on Myr’s cultivated medicines and biological knowledge sustains one of the region’s closest working relationships. Ilyra’s Dawn practice follows the same institutional rule: claims are demonstrated, examined, and made public. Therapeutic confidence is the carefully guarded exception, a domain of Gloam on a moon otherwise committed to disclosure. Art, scholarship, and mediation carry that discipline outward. Ilyran influence is counted in certified treatments, published findings, students sent home, and agreements other courts are willing to keep.
Ilyra is one of the three principal Major Moons, alongside Kharad and Edrane, and the leading cultural and diplomatic power among the Embrace’s smaller worlds. Its reputation for neutrality has outlasted several wars in which it declined to take a side. It protects Sorell without absorbing its local institutions and guarantees Oravel’s neutrality without governing Oravel. Velyr still claims broader authority over the Embrace; Ilyra often answers by leaving the question unpublished. That restraint is also its limit. Ilyra can mediate, certify, protect, and persuade, but its power depends on other realms continuing to value the institutions through which it acts.

- Heraldic Standing
- Sovereign Seal
Ilyra is a sovereign Major Moon. Authority rests with the Charter at Elaris, the assembly of every institution holding permission to act in Ilyra’s name. The Charter has no head and administers no ministry. It grants or withdraws that permission, and every decision must be printed with its reasoning before it binds. This gives Ilyran institutions unusual credibility and denies them the convenience of an unrecorded reversal.
Ilyra exercises power through certification, mediation, and protection rather than territorial administration. Sorell is an Ilyran protectorate: local growers and medical institutions govern their own work, while Ilyra shields them from external interference and guarantees their trade. Oravel is not an Ilyran dependency. Ilyra guarantees Oravel’s neutrality and diplomatic charter, but Oravel conducts treaties and arbitration in its own name.
Velyr continues to claim broader authority over the Embrace, and Ilyra rarely contests that claim in public because the Charter cannot issue a temporary refusal; once printed, its answer would become a standing institutional position. Ilyra instead relies on the weight of its schools, clinics, mediations, and close working relationship with Myr. It can make an agreement credible and a treatment trusted. It cannot command another sovereign realm to accept either.

Physical Characteristics
Ground and Sky
- Diameter7,600 km
- Mass0.18 Earth masses
- Gravity0.51 g
Ilyra has a temperate, breathable atmosphere maintained at a pressure unusually high for its 0.51 standard gravity. Environmental management has preserved that atmosphere without interruption for centuries, and Ilyrans treat the work as civic infrastructure rather than a technical exception. Shallow seas, rolling uplands, managed forests, gardens, and dense cultural centers cover the surface. Low gravity permits slender towers and unusually tall cultivated trees, slows the fall of rain, and requires visitors and long-term residents to manage physical adaptation. From approach, Ilyra appears pale green, blue, and cream, its cities laid into the cultivated terrain rather than imposed upon it.

- Orbital Radius4,900,000 km
- Orbital Period40.461 days
- Rotation971.06 hours
- Inclination0.29 degrees
- Eccentricity0.005
Ilyra is tidally locked to Oranth, rotating once during each 40.461-standard-day orbit so that the same hemisphere continues to face the planet. Because Oranth itself moves around Vya and Veo, Ilyra’s sunrise-to-sunrise cycle lasts roughly 44.7 standard days: more than twenty-two days of light followed by a comparable darkness. Atmosphere, shallow seas, cultivated ground, and urban heat systems moderate the temperature change, while civic clocks ignore local stellar time. The long dawns and dusks still matter ceremonially. They last for days and set the timing of public gatherings, artistic festivals, and parts of the diplomatic calendar.
Culture
The Twofold
Ilyra is the only moon to examine Menders formally. Its schools certify what a Mender has demonstrably done, not what one might someday do, and its medical institutions record that evidence without claiming a limit beyond it. Other Dawn practitioners serve as mediators, researchers, and guides, where disclosure of methods and terms is part of the work. Gloam governs the necessary exceptions: restricted archives, therapeutic confidence, private contemplation, and difficult memories. On a moon that prints nearly every public act, what may remain closed is guarded with particular care.
Travel
Travel Notes
Ilyra is among the most accessible destinations in the Embrace. Regular passenger routes connect its orbital ports to the Great Moons and the other Major Moons, carrying delegations, medical travelers, students, and cultural visitors; heavy industrial traffic is directed elsewhere, a choice Ilyra calls character and its critics call a luxury supported by other moons’ foundries. Arrivals from higher-gravity worlds are expected to allow time for adaptation to 0.51 standard gravity. Long-term Ilyran residents prepare medically before traveling outward, a routine service that has also become a profitable export. General entry is welcoming, but medical facilities, diplomatic districts, archives, and other protected institutions issue their own permissions. Rank does not override a denied clearance.
