Overview
The Record
Melora is the largest Lesser Moon, a warm ocean world where reefs and coral-like platforms rise through seas often shallow enough to walk at low tide. Those bright waters are farms, roads, and borders. Lagoon cities crowd the habitable edges, while the few deep trenches remain remote enough to be treated almost as foreign countries.
Sixty-four million people live among republics that elect, depose, and elect again with deliberate frequency. A Meloran city is organized around its harbor, rain catchments, processing yards, and the households that build and repair boats. Local papers, quarantine rules, and channel rights change at republican boundaries because internal sovereignty remains local.
Quickeners work the shallow farms, and whether they should be licensed is a standing electoral question. Dawn processions travel over water from republic to republic, joining fertility, movement, and civic participation in the same public rite. Every republic claims that the procession began there.
The republics act together through the Flotilla, an assembly convened afloat, usually off Kassara but never seated within it. A Speaker is chosen for each sitting and may be removed as readily. The Flotilla handles only delegated matters such as navigation, fleet levies, quarantine seasons, and the Caeloran alliance, and no decision is confirmed at the sitting where it is first agreed.
Melora exports fish, marine goods, commercial fleets, and knowledge of shallow-water cultivation. Caelor supplies access to major lanes, naval coordination, and diplomatic cover; it does not govern the republics. Melora’s common power therefore ends where delegation ends. It can sign and sail collectively, but it cannot turn one republic’s vote into another’s law.

Melora is an allied maritime confederation whose republics retain sovereignty over internal affairs. The Flotilla may act in their common name only on matters delegated to it, including navigation, fleet levies, quarantine seasons, and the Caeloran alliance.
Caelor provides access to major trade routes, naval coordination, and diplomatic support. Melora contributes fleets, marine resources, and regional knowledge. This is an alliance, not vassalage; Caelor cannot overrule a republic’s domestic law or local quarantine.
The Flotilla uses a collective seal for delegated external acts. The seal does not convert the republics into a single sovereign state.

Physical Characteristics
Ground and Sky
- Diameter5,410 km
- Mass0.038 Earth masses
- Gravity0.21 g
Melora has a warm, humid, breathable atmosphere with frequent rain and fast-moving storms over shallow water. Heat, salt, and damp shape construction; shade, ventilation, drainage, and sealed machinery are civic infrastructure. Storm surge and marine blight can close a lagoon even when orbital conditions remain clear.

- Rotation37.4 hours
- Inclination0.47 degrees
- Eccentricity0.011
Melora is not tidally locked. It rotates once every 37.4 standard hours while orbiting Oranth in 63.969 standard days, giving the surface a true sunrise and night while Oranth moves across the sky. Harbor clocks use the rotation for work and the orbital season for storms and spawning. Eclipses pause traffic and sometimes votes; unlit channels remain dangerous after dark.
Culture
The Twofold
Quickeners work the shallow farms between the coral-like platforms, and licensing them remains a standing electoral dispute. Dawn festivals carry processions over the water between republics, joining fertility, movement, and civic participation. Each republic claims the rite began there, making practice both shared culture and local politics.
Travel
Travel Notes
Orbital traffic is regular, but surface movement is by boat and under republican authority. A closed lagoon can isolate a city as effectively as a closed sky. Quarantine for marine blight is enforced locally, and papers accepted in one republic may have no force in the next.
Caeloran coordination can open a channel the republics have delegated to the alliance; it cannot cancel a local quarantine. Storm seasons close more landings than politics. Visitors should arrange a local sponsor, confirm each destination’s papers, and allow for wet delays.
