The Remnant

The chart offices, beacon administration, and customs inspectorate at Darsen

Caldrin’s sovereign chart, beacon, customs, and escort authority, governing the most reliable passage through the Shatter from Darsen.

The Remnant is Caldrin’s government, seated at Darsen under a Marshal. Its chart offices revise routes through moving debris, its beacon administration determines whether a marked corridor remains usable, its customs inspectorate examines traffic, and its licensing offices decide which escorts Caldrin will acknowledge. That apparatus turns the least deadly known passage through the Shatter into sovereign authority.

The Marshal presides, and Passage Marshals are the state’s own officers. Patrols on the marked lanes are contracted crews from Hound rather than a Caldrini fleet; the Remnant licenses, vouches for, and supervises them. Its authority extends to the maintained passage, customs basins, and escorts acting under its warrant, not ownership of the whole Shatter.

Operational judgment can override administrative clearance. Nymor Beacon may revise or close its corridor and deploy rescue crews without awaiting Darsen, even after the Marshal has cleared a crossing. A current closure, changed beacon, or invalidated route supersedes every schedule and foreign warrant. The Remnant governs use of the road; Nymor determines whether the road still exists.

No treaty, patron, or external guarantee protects Caldrin’s position. Its independence survives because every major power prefers Caldrini control to a rival’s possession of the crossing. That agreement of interests gives the Remnant room to govern but no ally obliged to defend it.

The Remnant’s jurisdiction is separate from the Keepers, who hold Kalemdil’s rites, memory, and closed remains. The state administers passage, not remembrance. It also treats every chart as perishable. An obsolete route is refused regardless of flag, payment, or past use, and the Remnant has turned convoys back over a chart only three days out of date. Records of failed crossings matter only if the next vessel is prevented from repeating them.

The Twofold — Gloam

The Remnant turns remembrance into safer passage. Failed routes, lost crews, and damaged beacons remain in the working record so that an expired chart cannot repeat an earlier loss.
