Overview
The Record
Rhelan receives the system along a brilliant salt-sea shore. Pearl-white halls and turquoise roofs reflect in shallow water, mineral courts, and ceremonial canals, while freshwater gardens occupy the protected center. Council houses, schools, archives, and pilgrimage courts extend along the shoreline. Public rooms face the light; shaded passages connect quieter chambers where counsel can remain guarded.
Pilgrims, scholars, diplomats, students, and rivals come because Rhelan can host them without requiring acknowledgment of a ruling faith. Its civic and sacred institutions share responsibility through precedent, stewardship, and negotiated custom. Councils meet beneath its roofs because the city is trusted as neutral ground, not because decisions made there acquire authority over every Serathi community.
Rhelan is therefore not Serath’s capital, and the Concord no more sits here than anywhere else. The city can screen an arrival, supply a delegation, distribute freshwater, teach the Twofold, and protect a council’s proceedings. It cannot open another sanctuary or bind the moon from its own precinct. Its standing depends on remaining a place where difference can gather without being converted into hierarchy.

Travel Notes
Rhelan is a designated arrival city for diplomatic and pilgrimage traffic. Visitors are screened, supplied, and assigned the route appropriate to their receiving institution before entering the sacred interior. Admission to Rhelan does not open another sanctuary, and mineral glare and haze make unmarked approaches difficult to follow.
