Witness Hall

Institution

Witness Hall keeps Serath’s council findings, sealed testimony, and covenants without claiming authority to decide any dispute it records.

Overview

The Record

Witness Hall divides the record between what may be read and what must be kept. Sunlit terraces and pearl-white walls face a shallow turquoise salt sea, inscribed with findings councils permitted to become public. Behind them, dark glass and shaded passages lead to protected archives where sealed accounts remain under the terms set by the parties that deposited them.

Serath’s sacred communities also send their statements here because they never assemble in one chamber. The Hall records which communities stand behind each Concord covenant and which do not, making the strength of the undertaking visible without pretending unanimity. It likewise trains recorders for councils held elsewhere, preserving the same separation between an authenticated account and a judgment on what that account means.

The custodians keep, authenticate, and release records. They decide nothing. Delegations know that public findings may be cut into the terraces and that sealed testimony will remain closed for exactly the agreed term, including forever. The institution’s authority rests on refusing the power its archive might otherwise provide: the Hall keeps what was said, and nothing else.

Identity and Function

Function

The Hall records councils, publishes permitted findings, preserves sealed accounts, keeps each Concord covenant and its supporting communities, and trains neutral recorders for sittings elsewhere.

Identity and Function

Governance

Several sacred communities hold the Hall in trust through a neutral custodial institution. Custodians preserve, authenticate, and release records under the terms deposited with them; they decide no dispute and cannot strengthen a covenant by interpretation. A custodian who takes a position is retired from the institution.

Environment and Travel

Environment

The archive occupies a low pearl-white peninsula in a shallow salt sea. Reflection pools and inscribed sunlit terraces hold public findings, while dark glass, shaded passages, protected stacks, and sealed chambers withdraw into the guarded wing.

Environment and Travel

Travel Notes

Scheduled water and ground transfers bring delegates, scholars, and official parties from distant ports to screening courts. The open terraces are accessible after admission. Entry to the sealed wing is separate and can be authorized only under the terms set by the depositing parties, not by a custodian’s discretion.

Culture

The Twofold

Assayers attend sittings and their findings enter the open record, allowing later readers to know what testimony was offered in good faith. Sealers protect what a party is entitled to withhold. Cellarers preserve deposited accounts until the agreed release, even when that term extends across generations or never arrives.
