The Shortfall
The Years When Iron Could Not Move
Mordane’s unexplained charge shortfall brought collective refusal across the Grasp, holding Mordani cargo in place until the Terms of Cairn Voss.
In 2826 A.S., Mordane’s mining houses drew charges against excavation that was not taking place. Their inventories did not close, and the houses could not account for the shortfall. They maintained that the missing stock had never become a weapon. Nothing in the surviving settlement proves what it became. The established fact was narrower and sufficient to begin the crisis: material drawn for industrial work was absent, the excavation meant to consume it did not exist, and Mordane had no explanation other powers were willing to accept. Dispute over the stock’s fate did not erase agreement that the inventory itself had failed.
Kharad closed its corridors to Mordani cargo. The rest of the Grasp followed within a season, turning common refusal into a restraint no fleet had to impose. Mordane’s private docks remained Mordani, its holds remained full, and its houses kept authority over their own ground. Nothing could move through the routes on which the iron trade depended. Ore could be raised, counted, and brought to a waiting berth without becoming commerce. An iron moon unable to move iron entered a negotiation that no occupation had forced and no private dock could evade. Refusal worked by making every outward contract depend upon a passage other powers would no longer grant.
Mordani memory calls the refusal the Years of Held Iron. Some who lived through those years are still alive. The Ironbound’s remembrance chambers include the dead of those years beside older losses from the seams, binding the cost of arrested movement into each house’s account of obligation. Their remembrance does not turn loss into proof about the missing charges, and no later audit supplies the absent answer. The houses negotiated within two years, while the refusal’s remembered name gathers that interval into one account of iron raised, held, and unable to leave.
The crisis ended at Cairn Voss in the Terms of Cairn Voss. Mordane became Kharad’s vassal realm and accepted mineral quotas, military access, standing audit of charge inventories, Kharadi representation, and loyalty. It did not become Kharadi ground. The houses kept their estates, docks, extraction rights, and ordinary civic life. An Assayer now attends every quota and charge-count signing, testing the officer who signs rather than deciding what the lost stock became. The Binding cites the Shortfall as the one demonstration of collective refusal because the closure proved its sanction could govern before a weapon was found. The Shortfall Settlement records the terms that followed. The Shortfall is the refusal that made those terms possible.
What It Left in Force
The Terms of Cairn Voss ended the refusal by making Mordane Kharad’s vassal realm without making it Kharadi ground. Mordane owes mineral quotas, military access, standing charge audits, Kharadi representation, and loyalty. An Assayer attends every quota and charge-count signing.
The Binding retains the Shortfall as its one demonstration of collective refusal. Mordani remembrance calls the refusal the Years of Held Iron, and the Ironbound’s chambers include the dead of those years without resolving what became of the missing stock.
The Twofold
The Ironbound preserve the dead of the Years of Held Iron within Mordane’s inherited remembrance. After the settlement, an Assayer attends every quota and charge-count signing, reading the officer who signs rather than establishing what the figures cannot show about the missing stock.
