Cairn Voss

Capital

A fortified basin city where Mordane’s hereditary mining claims become the quotas, freight contracts, audits, and military access by which the moon answers to Kharad.

Overview

The Record

Cairn Voss turns Mordane’s hereditary mining claims into obligations Kharad can enforce. In its council chambers, the mining houses establish estate and extraction rights, assign mineral quotas, reconcile freight and charge records, negotiate military access, and present the accounts by which the vassal moon answers beyond itself. A permanent Kharadi representative oversees those obligations. The representative does not govern ordinary streets or estates, but a Kharadi warrant outranks a Mordani crest wherever the matter becomes external.

The city makes that hierarchy physical. Black stone estates and council chambers occupy sheltered upper terraces along the wall of an iron-dark mountain basin. Below them, compact refineries, freight exchanges, enclosed rail terminals, protected docks, heated galleries, and dense residences handle ore and crews under steam and mineral haze. Snow gathers beyond the heated walls, and rust-red seams break through the surrounding slopes.

The Shortfall remains embedded in Cairn Voss’s procedures. Sextons preserve each house’s remembrance chambers and the names of those lost opening its seams. An Assayer attends every quota signing, reading the officer who accepts the count rather than the figures presented. The houses retain their estates, docks, extraction rights, and control of ordinary civic life, but those rights endure in exchange for quotas, audits, loyalty, and access. Cairn Voss is therefore Mordane’s seat without being the capital of a sovereign state: it is where inherited ownership is translated into vassal performance.

Identity and Function

Function

Cairn Voss records estate and extraction claims, assigns mineral quotas, reconciles freight and charge records, coordinates military access, and conducts Mordane’s formal business with Kharad. Its lower terraces refine and transfer ore through freight exchanges, enclosed rail terminals, and protected basin docks.

Identity and Function

Governance

A council of hereditary mining houses governs ordinary civic affairs through recognized estate and extraction claims. A permanent Kharadi representative oversees vassal obligations, audits, external warrants, and military access without administering the city’s daily life. Mordani crests remain authoritative within their estates; in intermoon and Grasp matters, Kharad’s warrant prevails.

Environment and Travel

Environment

Cairn Voss climbs the terraced wall of a cold mountain basin streaked red and black by exposed iron. Austere stone estates and council chambers occupy the sheltered upper levels. Refineries, freight exchanges, enclosed rail terminals, heated galleries, and dense residential districts fill the lower terraces around protected docks. Snow and mineral dust gather outside the heated walls.

Travel Notes

Arrive through the protected basin port or by enclosed rail from another Mordani settlement. Passenger berths are limited and traffic is monitored. Private estates, extraction records, military facilities, and highland claims require authorization from the house controlling them. A local crest can admit you to estate ground, but it cannot override a Kharadi warrant at an external or military checkpoint.

Culture

The Twofold

Each ruling house maintains a remembrance chamber for those who died opening or defending its seams, and Sextons preserve the chambers exactly as sealed. Since the Terms of Cairn Voss ended the Shortfall, an Assayer attends every quota signing. The Assayer reads the house officer who accepts the count rather than the count itself, placing Dawn’s scrutiny inside a city otherwise ordered by guarded claims, inherited obligation, and concealed wealth.
