State hard line
The Adamant
Edrane admits no such faction
The foreign name for Edrane’s unacknowledged Kalemdil policy: keep the far-side approaches, honor neither Embrace permit regime, and explain nothing.
The Adamant is not an organization Edrane acknowledges. It is the name foreign governments give to Edrane’s consistent position on Kalemdil: there is no shared claim to debate and no separate policy requiring a public defense. The state admits no membership, leadership, or office under the name because it treats the conduct as ordinary custody of its own approaches.
Edrane keeps several routes to the far side of the Shatter as guarded state knowledge. It sends traffic along them, does not honor permits issued at Aurel, rejects the archival claims advanced from Thessane, and gives no account of the routes in return. No instrument requires Edrane to accept either Embrace position. Other powers may object, but they cannot compel access to an approach they do not possess.
Exclusivity turns knowledge into control. A published approach would become a corridor other governments could use and contest. An unpublished one lets Edrane decide which organized traffic reaches the far side and on what terms. Proposals for a shared survey therefore ask the state to surrender the source of its leverage before any common authority has offered something equivalent. Edrane receives each proposal as a request for information and leaves the political argument unanswered.
The weakness lies in custody. Routes are held by people seconded from ministries with separate precedence, and an approach shared among three offices produces three bodies of paper that must continue to agree. Edrane has not lost one, but its success depends on officials, records, and succession remaining intact. The state retains more Sextons than any other power, yet it does not describe that fact as part of the policy it denies having.
The Twofold — Gloam
The Adamant treats an approach held as state knowledge as a possession rather than a fact owed to others. Its Gloam character lies in continued custody, not public argument.
