The Custodians of the Planting Lists

The Custodians of the Planting Lists govern the living work on which Sorell depends. Their authority covers cultivation, preparation, research, training, access to plots, and the records that allow medicinal material to leave the moon. It does not give them an independent foreign voice, ownership of every field, or a right to increase production beyond the atmosphere, water, and biological controls that keep the settled belts alive.

Growers, physicians, compound representatives, and custodians of the planting lists sit together at Pellen. They make decisions through the records they jointly maintain: planting lists, cultivation licenses, research permits, biological inspections, and medicinal shipping accounts. A buyer reaching the public dock gains no claim on a private plot. At Lathren Conservatory, the relevant growers, physicians, and botanical custodians still decide which chambers open, what they cultivate, and who may enter them.

Ilyra protects Sorell’s trade and research, coordinates shared safeguards and knowledge exchange, and carries external agreements in its own name. It neither owns the fields nor issues Sorell’s planting lists. An Ilyran safety mark may speed inspected freight, but it cannot authorize an unlicensed landing, release a restricted crop, or replace the local permit governing a sensitive chamber.

The body is tested where medical demand presses against limited growing capacity. A rare crop may be valuable throughout the Embrace and still remain unavailable to a buyer with money and Ilyran connections. Expanding one plot draws upon the same managed air, water, and biological security that sustain its neighbors. The custodians retain trust only while physicians, growers, and research institutions accept that useful growth must remain governed growth.
