The Kharadi Directorate

The Directorate of Kharad, seated at Dhorak

Kharad’s government of experienced industrial directors, ruling by permit from Dhorak under an Overseer whose authority lasts only while the Deep corridor answers.

The Kharadi Directorate governs Kharad through chairs held by people who have run the systems they administer. The directors of extraction, foundries, yards, corridors, and civil affairs qualify through operational work rather than ownership. Velyrian capital has financed access across Kharad, but it has never purchased a seat in this government.

Each chair governs by permit. Mines open, vessels convert, industries change schedules, and practitioners enter protected work only under paper that can be denied or revoked at Dhorak. The same system licenses Summoners to sell routes through Oranth’s storms because no instrument has replaced them. A schedule is a legal condition as well as an operational plan, allowing the Directorate to redirect an industry within a season or end a livelihood in an afternoon.

The Overseer holds operational command of the descent and every corridor feeding it. The office is a duty-roster entry, not a personal rank, and must be held by a director with corridor experience. If the corridor stops answering to an Overseer, the office is filled again before the shift ends. Two holders have been replaced within a shift after incidents that caused little material damage, because interruption itself establishes that command has failed.

The Directorate does not own every instrument on which Kharad depends. Velyrian houses financed much of the descent infrastructure and retain contractual access, but those rights do not assign crews, issue permits, or open a descent window. Kharad maintains that debt and command are different jurisdictions. Neither side wishes to force the contracts into a test that might answer how secure that distinction remains.

The Faithful demonstrate the severity of the roster system. The Directorate prosecutes them for sabotage and vandalism rather than belief, and has not tried their heresy in a century. An open doctrinal trial would give the belief a forum. Operational law instead asks whether a corridor stopped and replaces the responsible authority before asking why.

The Twofold — Gloam

Kharad regulates practitioners whose abilities can reach mines, yards, military facilities, or the Deep. It licenses Summoners because no instrument can replace their routes, despite its Gloam institutions.
