Overview
The Record
The First Valley is the Nameless Moon’s largest settlement, holding 36,000 residents within a pressure-supported valley and galleries descending into the surrounding rock. Sealed routes join inhabited terraces, receiving halls, and restored districts beneath a thin atmosphere that cannot be trusted outside managed spaces. The settlement keeps a twenty-four-hour civic schedule and lights its interiors without reference to the long surface cycle.
The custodial assemblies sit here, inspect arrivals, and license excavation, recovered material, and entry into unrestored sections. Scholarly missions approved through Vhalessa are received in the valley and held to their stated terms by the same custodians who govern local access. The settlement is the moon’s principal civic seat, but it is not a capital in Velyr’s sense and holds no external voice separate from the High Seat.
Residents preserve the Nameless Moon as a public name and use functional marks instead of a crest. Removed inscriptions remain visible where restoration permits, recording that an erasure occurred without supplying its date, author, or object. Velyr’s archives may hold the answer, but neither the assemblies nor a licensed mission can compel them to speak.

Travel Notes
Name the First Valley or a received mission before arrival and submit to custodial inspection. Ordinary movement is permitted through restored districts and sealed routes. Excavation, touching inscriptions, moving recovered material, or entering an unrestored gallery requires explicit authorization under the charter. A Velyrian travel permit alone grants no research access.
