Kestovar

City

House Kestar’s basalt fortress and principal launch ground, controlling the roads, orbital access, and unpublished readiness that make the house impossible to exclude from Rhovani politics.

Overview

The Record

Kestovar makes movement the basis of House Kestar’s power. The dark-stone fortress rises from a basalt height where ancient roads cross the steppe, and its walls enclose one of Rhovan’s principal launch grounds. Envoys, troops, supplies, riders, and crews can move between surface routes and orbit without passing through a rival house’s city.

The protected launch court sits above a lower road settlement surrounded by wind-scoured grassland, mobile camps, and distant mountains. Civilian, military, diplomatic, and orbital traffic enter under separate clearances, and storms can end a departure schedule abruptly. Roads lead from the gates in several directions, giving Kestar choices that a river crossing or single valley would not.

House Kestar governs the fortress, roads, and launch grounds. Its Oathlord is known for refusing agreement before a question hardens into terms, but refusal is not rule: nothing binds Rhovan unless all five houses close the Circle unanimously. Kestovar checks Varakhen’s riverland weight through readiness and access, not through authority over Varakhen or any other house.

The less visible part of that readiness is widely known and never entered into Kestar’s public account. Eclipsers retained by season can move a column so that its strength and route cannot later be established. The Circle has condemned the practice four times and failed four times to agree on enforcement. Kestovar benefits from the uncertainty whether or not the retinue moves. A capacity that cannot be counted must be estimated, and rivals estimate generously.

Identity and Function

Function

Kestovar serves as House Kestar’s fortified seat, launch complex, orbital transfer point, road junction, and military deployment center. It moves envoys, troops, supplies, riders, and crews between the steppe, Rhovan’s ancient roads, and orbit without depending on a rival house.

Identity and Function

Governance

House Kestar and its Oathlord govern Kestovar, the surrounding roads, and the launch grounds. That authority does not extend over another Rhovani house. In the Circle, Kestar may refuse unanimity but cannot bind the other four alone. Kestovar’s alliances and readiness counter Varakhen’s riverland influence without creating a rival capital.

Environment and Travel

Environment

A compact dark-stone fortress occupies a basalt rise where ancient roads cross wind-scoured grasslands. Walls surround a protected launch court above the lower road settlement. Mobile camps, road approaches, and open steppe extend toward distant mountains, leaving movement exposed to weather but possible in several directions.

Environment and Travel

Travel Notes

Civilian travelers enter through the lower road settlement. Military, diplomatic, crew, and orbital traffic require separate clearance for the protected launch court. Storms can interrupt departures with little notice. Approval to use Kestovar’s roads does not disclose military movements, grant access to the house retinue, or authorize passage through another house’s territory.

Culture

The Twofold

Kindlers ride with large parties because fire on the open windy steppe is difficult to sustain; other Dawn practitioners support public oaths, command, and rapid organization. Scouts and launch security use Gloam openly. House Kestar does not formally acknowledge the Eclipsers it retains to move columns out of later accounts. The Circle has condemned the practice four times and never agreed how to enforce a ban.
