Confederated communities
The Serathi Concord
The sacred communities, collectively
Serath’s unranked sacred communities, acting collectively through separately affirmed covenants recorded at Witness Hall rather than through a central assembly.
The Serathi Concord is the collective form of Serath’s independent sacred communities. No community has precedence, and none may bind the others from its own precinct. Proposals to establish a first community are periodically heard and left unresolved because the neutral ground Serath offers depends on no tradition owning the place from which the others must answer.
The communities never meet in a common chamber. Each speaks from its own precinct, and its statement is carried to Witness Hall for entry in the record. The Hall authenticates which communities support an undertaking but does not interpret their positions or turn several statements into authority none of them granted.
The Concord grants protective covenants. A covenant may place a sanctuary, order, road, station, or tomb precinct under Serath’s protection while leaving internal government with its local custodians. The orders at Thelune and the custodians at Saint’s Rest receive protection in this manner rather than government from Serath. Kharad and Othryn observe the covenants, although none has been seriously tested for generations.
No vote carries an undertaking. Each community separately declares whether it will honor the covenant, and Witness Hall records both support and absence. An undertaking backed by every community carries Serath’s sovereign seal. One with gaps is visibly weaker. The Concord’s credibility rests on never presenting partial assent as unanimity.
Serath also refuses the material leverage that could compromise that trust. It takes no share of Deep traffic passing near its orbit and does not exchange sacred access for industrial privilege. The restraint gives the Concord neutral standing while limiting its means of compulsion. Serathi institutions can renew the Great Inquiry and record each refusal, but neither the Concord nor its seal can force another power to open an archive.
The Twofold — balanced
No community speaks for Serath alone. Neutrality depends on preserving separate voices and making the exact breadth of their agreement visible.
